Professor Tanimoto has fifteen years experience guiding ODA policy to Asian, and particularly Indonesian, villages. Professor Tanimoto emphasized practical experience in providing effective ODA. His presentation had a very clear and easy to understand message, and was full of suggestions. The student participants were also impressed, some nothing that il opened their eyes and that they learnt a lot.
Professor Tanimoto explained that the ultimate purpose of ODA to Indonesian villages is to see the happy smiles of the local residents, by helping their physical, emotional,and economic development. Through spontaneous development, local creation can be attained. However, he warned that assistance from overseas could foster aid-dependent development.
Moreover, Asian villages could look to the knowledge and experience of Japanese villages, for example the prefectural one village-one product campaign, or the old trade route towns special products campaign. To make the most of Japanese experience, Professor Tanimoto suggested that local creation could be composed of the following factors : 1) local independence and participation ; 2) mobilize local and external resources ; 3) adapting to market needs ; 4) governmental assistance policy should be coordinated and regulated by the central government but carried out by local governments, improving governance and coordination capacity.
Finally, Professor Tanimoto suggested to student that to be active in international policy, they should study a region and its local languages, development and ODA. |
